Las barreras del desarrollo: entre el (neo) liberalismo y la sustentabilidad

    En este estudio se analizan los principios del universalismo normativo del liberalismo que confieren legitimidad a la estructura de la sociedad actual e imponen a escala universal el poderío de los países desarrollados. Asimismo, con el análisis de algunos de los elementos del sistema de valores que dan cohesión a las sociedades democrático-liberales se examinan las posibilidades de que a partir de aquéllos se deriven políticas orientadas a estructurar el tránsito hacia un desarrollo sustentable. Luego se estudia el panorama que surge con la agudización de la problemática ambiental a nivel mundial, la esencia de las políticas y alternativas de solución, así como las perspectivas de algunos de los enfoques sobre la sustentabilidad en México.

    De esta manera se construye el andamiaje normativo de la sociedad occidental, un orden institucional cuyas profundas raíces históricas, emanadas de la filosofía liberal, se ramifican profusamente en esta hora de la globalización. Así se muestra la relevante actualidad del neoliberalismo para el sostenimiento de la estructura actual del mundo y la ingente necesidad de su refundación, a fin de arribar a una sociedad que acabe con la opresión del hombre y la explotación de la naturaleza.

    This study examines the principles, the normative universalism of liberalism, which award legitimacy on the structure of present day society and impose to universal scale the power of developed countries. In the same way, from the analysis of some elements of the system of values, which give cohesion to the liberal democratic societies, are discussed the possibilities that beginning from such values could be derived policies directed at structuring the transition toward sustainable development. Then we study the panoramic that arises with the worsening of worldwide environmental problematic, the essence of policies and alternatives of solution as well as the perspectives of some of the approaches to sustainability in Mexico.

    This way, the normative scaffolding of the western society is built, an institutional order whose deep historical roots, emanating from the liberal philosophy, are profusely branched out, at this time of globalization. This shows the topicality outstanding of neoliberalism for sustaining the modern structure of the world and the huge need for its refoundation, in order to arrive at a society that finishes with the oppression of men and the exploitation of nature.
