Resumen de El control ambiental, un servicio público para el desarrollo local como política estatal para el desarrollo sostenible

  El control ambiental en Cuba, parte de la aprobación de las normativas relacionados con la materia medioambiental, a partir del triunfo del proyecto social en el año 1959, luego paso por el periodo de la institucionalización donde se reorganiza el Estado y con ello la Administración Pública, se trazan políticas y estrategias en pos de la preservación de los recursos naturales, expresamos en normativas jurídicas, tal es el caso de mencionar la Ley No.

  33 de, la que fue sustituida posteriormente por la Ley No. 81 de, concediendo atribuciones al Ministerio de Ciencias, Tecnología y Medio Ambiente en esta materia. Posteriormente con la implementación de la actividad de la auditoria en el país, la que inició como Oficina Nacional de Auditoria dentro del Ministerio de Finanzas y Precios, luego pasó a ser el Ministerio de Auditoría y Control, como Organismo de la Administración Central del Estado, y que finalmente se convirtió en la actual Contraloría General de la República, ejerciendo a tenor de la Ley No.

  107, el más alto control estatal en el país, y con ello el control ambiental a través de la auditoria como una de las herramientas de gestión ambiental. El derecho administrativo como eje trasversal de la actividad pública estatal, irradia para la consecución de las funciones públicas a ejercitar por parte de la Administración hacia sus administrados, en este caso relacionado con el control ambiental en pos del desarrollo sostenible, tributario al desarrollo local, en correspondencia con la política trazada en el nuevo modelo económico del país a través de los Lineamientos adoptados en el 6to Congreso del Partido Comunista de Cuba, ratificados en acuerdo por parte de la Asamblea Nacional del Poder Popular.
