El 26 de diciembre de 2013. se publicó en el Boletín Oficial del Estado la Ley 23/2013, de 23 de diciembre. reguladora del factor de sostenibilidad y del Tndice de revalorización de las pensiones de la Seguridad Social. Una reforma, aparentemente técnica, que altera de forma sustancial la lógica de nuestro sistema y que representa un duro recorte de la protección social. No cabe duda de que la Seguridad Social se enfrenta a una importante crisis de financiación y que es necesaria una respuesta inmediata del poder legislativo. Pero ¿era ésta la reforma que necesitaba el sistema? El presente estudio aborda el impacto de esta modificación legislativa sobre la cuantía de las pensiones y reflexiona sobre su conveniencia y oportunidad.

On December 26th 2013, it was published in the Official Carette of the Govemment the Law 23/2013, of December 23rd, which governs the sustaínability and revaluatíon índex of the pensions of the Social Security, An amendment, seemingly technical, that alters in a substantial way the logic of our system and that represents a harsh cutback for the social protection. There is no doubt that the Social Security faces an important financing crisis and it is necessary an immediate answer from the legislative power. However, was this amendment the one the system needed? The current study approaches the impact of this legislative revision over the amount of pensions and reflects on its appropriateness and timeliness.
