    • Bobbio, Peace and the United Nations The writings of Norberto Bobbio on international law and politics represent an important part in his intellectual career. It is well worth to follow the lines of research he developed. First, it has to be stressed that he never abandoned the idea that international relations were structurally destined to anarchy and that this was due to the claim to sovereignty of all states. Just as Thomas Hobbes, he believed that only strength can regulate the relationships among states. This is the reason why he was particularly interested in the topic of federalism that he considered -just like Kant- as the only possible tool to establish an international order since federalism aspires to overcome the organisational form of states and because it provides for the transfer of state sovereignty to a common, superior institution that is a third party with respect to the states. He often saw the possibility of affirming this prospect through the UN under the condition that the relations between states be democratized; a condition that has still not been realized. Bobbio dedicated much less attention to the EU in which he did not really believe.
