  • One way of approaching the problem of democratic stability is to consider the many dangers to which both consensus and obedience may be exposed. Among them, one that is particularly serious is rejection of the duty of obedience to democratic decisions resulting from the disturbing action of minorities with conflicting interests. In this work, I indicate some of the characteristics of the general concept of minority. I then consider some types of minorities in order to analyse the possible damage to the values of equality, freedom and consensus that may result from the action of majorities and, above all, minorities. Finally, I explain the general features of what might be called the democratic balance between restrictive institution and majority or minority group action. Thus, I hope to suggest an acceptable answer to the central question posed in this paper, which is, to what extent minorities can jeopardise the basic values of representative democracy.
