Resumen de Cómo implantar un plan de prevención en una administración pública o el intento de materializar un estilo "pro prevención" en la gestión de recursos humanos

Euskadiko Autonomia Erkidegoan, Administrazio Orokorreko eremuan, hain zuzen, joan den 2011ko urriaren 26an, Gobernu Kontseiluak Prebentzio Plan berria onartu du.
Plan hori, aho batez onartuta, Administraziokideek eta langileen ordezkariek taldeka egin dute, Planak Administrazioari guztiz egokitua izatea helburua du; gainera, giza baliabideen kudeaketari beste ikuspegi bat eman nahi dio, hau da, prebentzio arloan eginkizunak dituen Erakundearen organo guztiak segurtasun eta osasunaren babesean konprometitu nahi du Planak, batez era langileariaren kudeaketarako organoei dagokiona (pro prebentzioren kudeaketa).
Bestalde, Planaren ezarpenak lan erakunde handietan behin eta berriro ematen diren arazoak ekidin nahi ditu, arazo horiek, askotan, oztopo larriak dira oso ondo egindako Planak arrakastatsuaz gauzatzeko.

In the Basque Autonomous Community, on 26th October 2011, the Governing Council approved a new Prevention Plan in the area of General Administration.
This Plan, which was adopted unanimously, is the fruit of team work by the Administration and staff representatives. The Plan, which has been tailored to suit the needs of the Institution, is to implement a new approach to the management of human resources. That is, it aims to ensure that all those bodies with preventive responsibilities within the Institution and, in particular, those responsible for person- nel management, are involved in the task of health and safety protec- tion (pro-preventive management).
Furthermore, the implementation of the Plan is focussed on overcom- ing a series of problems that repeatedly occur in large organisations and which, on many occasions, prevent extremely well-prepared Plans from being successfully executed

En la Comunidad Autónoma de Euskadi, en el ámbito de la Administración General, el pasado 26 de octubre de 2011, el Consejo de Gobierno aprobó un nuevo Plan de Prevención.
Ese Plan, que fue adoptado por unanimidad, surge de un trabajo en equipo por parte de la Administración y de la representación de personal, y quiere ajustarse perfectamente a la Institución; así como, materializar un nuevo enfoque en la gestión de recursos humanos, esto es, quiere involucrar en la tarea de la protección de la seguridad y salud a todos los órganos de la Entidad que tengan alguna responsabilidad preventiva, y especialmente a los órganos de gestión de personal (gestión pro preventiva).
Por otro lado, su implantación tiene la vocación de superar una serie de problemas que se repiten en las organizaciones grandes, y que en muchas ocasiones impiden que planes muy bien elaborados no sean ejecutados con éxito.
