    Ante el estado de inseguridad, objetiva y subjetivamente, que viven las y los mexicanos, y el reconocimiento internacional de los altos índices de corrupción en el país, el autor se pregunta ¿por qué es inefectivo el derecho penal? Al respecto considera un error creer que la amenaza de sanción es suficiente para disuadir las conductas delictivas, sobre todo cuando se tienen en cuenta hechos como la pauperización de la población, la impunidad prevaleciente y la desconfianza generalizada hacia las autoridades

    Taking into account the actual state of insecurity, objectively and subjectively, that Mexican, men and women are living, and the international acknowledgement of high indexes of corruption in the country, the author asks himself about the ineffectiveness of the criminal law system. On the subject considers a mistake to believe that the threat of a sanction is sufficient to dissuade the criminal conducts, especially when you consider the facts; poverty among the population, the prevailing impunity and the generalized distrust towards the authorities.
