La financiación de la integración de inmigrantes en España: su incoherencia respecto al marco normativo europeo

    La Comisión Europea ha desarrollado importantes instrumentos destinados a fomentar la cooperación entre las instituciones europeas y los Estados miembros en materia de políticas de integración de inmigrantes. Uno de los más destacados fue la creación del Fondo Europeo para la Integración de Nacionales de Terceros Países, cuya dotación para el periodo 2007-2013 es de 825 millones de euros. El objetivo principal de este fondo es la integración de los nacionales de terceros países recién llegados a un Estado miembro que sean titulares de una autorización de residencia. El Fondo Europeo para la Integración se distribuye entre los países de la Unión en atención a determinados criterios objetivos, resultando que España es uno de los que más financiación recibe año tras año. Sin embargo, no existe una coherencia entre los objetivos de este fondo y los programas que, con él, se subvencionan en este país.

    The European Commission has developed important instruments designed to promote cooperation between European institutions and EU Member States on policies related to the integration of immigrants. One of the most significant instruments to be created is the European Fund for the Integration of third-country nationals, which has a funding budget for the period 2007-2013 of 825 m euros. The Fund's main objective is the integration of third-country nationals that have recently arrived in a Member State who hold a resident permit. The European Fund for the Integration is distributed among the countries of the European Union according to certain objective criteria, meaning that year after year Spain is one of the countries to receive the highest amount of financing from the Fund. However, there is a lack of coherence between the objectives of the European Fund and the programmes it finances in Spain.
