Resumen de Rede de cidades em regiões do interior: oportunidades criadas pela auto-estrada

This article is about the gains of promoting cities´ networks through the construction of motorways in inland regions.
It is based on the Portuguese case of Beira Interior region (BIR). The main purpose is to analyze the socioeconomic added value to the BIR of the Motorway A23, namely:
- The tourism opportunities linked to natural and cultural heritage;
- The organization of the cities in networks associated with a socio-economical specialization.
The BIR includes a group of areas which are classified and protected, such as the Serra da Estrela, with a strong environmental importance on a national level, which provides the potential for tourism and associated activities, to which the A23 is an indispensable element of access, given the lack of other alternatives such as efficient railways.
The accessibility created by the A23 transforms these areas of protected countryside, associated with the protection of nature into attractive places for tourists, in a region marked by low density, an ageing population and uncompetitive businesses. The tourists´ attraction during all the year allowed by the A23 is a decisive factor for the local economy, with regard to the employment and wealth creation in a region, where the employment alternatives are scarce.
The A23 provides gains in terms of time distances in journeys between the region´s cities, in particular for those going to and from their place of work on a daily basis. This urban multi-polar network integrates a group of urban conglomerates, villages, towns, and some cities, which include Castelo Branco, Covilhã and Guarda which are the main anchors of the population and the poles which promote the development and social-economic dynamism. The A23 is the element for articulation between them, promoting their network functioning, the circulation of people and goods and the functional specialization of economic sectors in favor of quality and competitiveness on a national and international level, given the proximity of the frontier.

Apresenta-se um estudo das vantagens da organização das cidades em rede através da construção de auto-estradas em regiões do interior. Baseia-se num caso em Portugal, a Região da Beira Interior (RBI). O objectivo central é analisar a valorização socioeconómica da região pela auto- -estrada A23, nomeadamente:
- Oportunidades turísticas ligadas ao património natural e cultural;
- Organização das cidades em rede e especialização socioeconómica.
A RBI integra um conjunto das áreas classificadas e protegidas, como a Serra da Estrela, com forte importância ambiental a nível nacional, o que potencia a actividade turística em relação à qual a A23 é um eixo de acesso determinante e imprescindível, face à falta de alternativas como seja o acesso ferroviário eficaz. A acessibilidade permitida pela A23 transforma estas áreas de paisagem protegida, associadas à protecção da natureza em pólos de atractividade turística, numa região com baixa densidade populacional, envelhecimento populacional e tecido empresarial débil pouco competitivo. A atracção de turistas durante todo o ano, através da A23, é determinante para a economia local, pela criação de postos de trabalho e riqueza, onde as alternativas de emprego escasseiam.
A A23 promove ganhos de distância/tempo nas deslocações entre as cidades da região, em particular de cariz diário residência/local de trabalho. Esta rede urbana multipolar integra um conjunto de aglomerados urbanos, aldeias, vilas e algumas cidades, dos quais se destacam Castelo Branco, Covilhã e Guarda que são as principais âncoras de fixação populacional, pólos promotores do desenvolvimento e da dinâmica socioeconómica.
A A23 é o elemento de articulação entre eles, promovendo o seu funcionamento em rede, a circulação de pessoas e bens e a especialização funcional de sectores económicos em prol da qualidade e da competitividade às escalas nacional e internacional, dada a proximidade da fronteira.
