Durante la última década el dilema Mercado-Estado se ha configurado como uno de los problemas centrales de la economía y de la propia Sociedad. La fuerte tendencia "reguladora", acentuada, sin duda, por la crisis financiera, principalmente, obliga a replantear esta relación entre el Mercado y el Estado como instrumentos "reguladores", organizadores, de los procesos económicos y sociales. De su resultado se configurará un tipo de Sociedad que puede afectar seriamente a las libertades, pero también al desarrollo integral de las personas y de las Instituciones. En esta contribución se plantea el debate tanto a nivel de los fundamentos económicos como de la propia realidad económica y empresarial. El papel del hecho "regulador" no actúa solo en la articulación del orden económico, sino que se manifiesta en su impacto en la configuración de la Sociedad, en la disposición de espacios de acción de sus Instituciones y, en particular, en el impacto en el desarrollo de las personas. Se trata de reflejar la enorme interacción de la economía tanto en sus aspectos instrumentales como en su incidencia en el desarrollo, comportamiento y cultura económico-social de las personas, así como de las Instituciones. Este elevado nivel de interrelación societaria de la economía no se percibe por el fuerte dominio del cortoplacismo, pero que se ha mostrado en su faceta largoplacista por sus consecuencias.

Over the last decade the Market-State dilemma has become one of the central problems both in the economy and in Society itself. The powerful trend towards regulation, given even more momentum by the financial crisis, has led to the need for a new approach towards the relationship between the Market and the State as instruments for regulating and organising economic and social processes. The results of this approach will be the configuration of a model of Society which might seriously affect different freedoms as well as the integrated development of both individuals and Institutions. This contribution approaches the debate from economic fundamentals as well from both the economic and business realities. The role of regulation is not restricted to articulating the economic order; its impact is also to be seen in how Society is configured, in the spheres of action of its Institutions and, above all, in its effect upon the development of the individual. This paper is a reflection of the economy's capacity to interact with other elements both in instrumental aspects and of its influence upon the development, behaviour and socio-economic culture of Institutions and of the individual. The all-pervasive short-termism is not evidence of the high degree of interrelation between Society and the economy; rather it is to be seen in long-term results whose consequences are today accepted without question. The decisions that are being taken now will decide the configuration and orientation of our Society in the near future.
