La reforma local: una oportunidad para avanzar

    A finales de julio, el Consejo de Ministros aprobó el Proyecto de Ley de Racionalización y Sostenibilidad de la Administración Local que estos días inicia su tramitación parlamentaria. Ha pasado un año desde que se conociera el primer borrador de Anteproyecto y durante dicho período la Federación Española de Municipios y Provincias ha mantenido un diálogo permanente con el Gobierno que ha permitido que el texto que finalmente ha entrado en las Cortes contenga cambios sustanciales respecto del originariamente conocido. Obviamente, esto ha sido posible gracias a la voluntad del Ejecutivo de atender las demandas municipales lo que, sin duda, hubiera resultado imposible si no hubiera tenido voluntad de encontrar soluciones básicamente consensuadas. Ésta constituye una reforma de gran calado que, con las mejoras que por añadidura puedan alcanzarse durante la tramitación parlamentaria, viene a dar respuesta a reivindicaciones largamente demandadas por el municipalismo español.

    At the end of July, the Spanish Cabinet passed a Draft Law on the Rationalization and Sustainability of Local Administration that is currently passing through parliament. One year has gone by since the publication of the first preliminary draft law and over this time the Spanish Federation of Municipalities and Pr ovinces have remained in constant dialogue with the Gover nment and this has ensured that the text finally entering parliament contains substantial modifications with respect to the preliminary draft. This has obviously been made possible by the will of the Executive to attend the demands of the municipalities, as without such will it would have been impossible to come to the essential agreements that have been reached. This law that presents sweeping reforms and may include further impr ovements yet on its passage through parliament, attempts to respond to the long-standing demands and claims of the Spanish municipalities.
