Arquetipos de Política Compensatoria en América Latina

    El trabajo construye dos arquetipos que dan cuenta de las formas de intervención social, mediante políticas sociales compensatorias, que desde los estados se han implementado en América Latina durante la primera década de este siglo. El supuesto es que la política social es un dispositivo, por lo que tiene capacidad para producir cambios por lo menos en tres aspectos de lo social: estructura social, sistema de desigualdad-violencia, instituciones sociales. Este tipo de análisis, permite comprender: la naturaleza de las acciones del Estado en términos de sus alcances y limitaciones para producir un tipo de sociedad y economía, la forma en que se estructura la sociedad con la desigualdadviolencia, los procesos de acción social que generan sujetos políticos y que configuran un campo de tensión en torno a la problemática de la vulnerabilidad.

    The present paper is built up from two archetypes referring to the different forms of social intervention through state compensatory social policies carried out in Latin America during the first decade of this XXI century. It starts from the assumption that social policy is a device, and therefore, analytically speaking, it has the capability of producing changes in at least three aspects of the social sphere: the social structure, the inequity-violence system and the social institutions. In methodological terms, this type of analysis allows a better understanding of the nature of the state's actions in regards to its capability and limitations to produce a specific type of society and economy; the way society is structured with the inequity-violence; the social action processes generated by political subjects and that create a tension field around the vulnerability issue.
