This work analyses the discursive strategies of the Radical Civic Union (Unión Cívica Radical) in the legislative discussion that resulted in Law 9182 on trial by jury (2004), in the province of Córdoba, Argentina. The study is based on the relationship between semiotics and sociology proposed by Mozejko and Costa (2001, 2007, 2010). This perspective takes as a starting point the problem of the relationship between social agents and their discursive practices. The question guiding the development of this article is why and how the UCR did not accompany this project, which significantly expanded citizen participation in criminal justice, although that union had promoted key transformations in recent Cordoban history, in both the Constitution of the province and its Criminal Processing Code, which introduced citizen participation in justice. In the year 2004, on the other hand, the Union did not accompany the project of the provincial executive that considerably broadened citizen participation in criminal justice. On one side, the study analyzes the way that the place for enunciation is constructed and, in relation to it, the proposed narrative program in which legislators, judges and citizens have certain attributes and tasks. Then, analysis of the UCR strategies is combined with the construction of this social agent to consider a dual assumption: (a) that the speeches relate to the place where they are produced, and therefore, are the result of choices made by the agent, conditioned by its competence and by the context where its discursive strategies are produced; and (b) that the relationship between the agent’s place and his speech is coherent (Mozejko and Costa, 2001: 32 et seq.).
