La inseguridad se ha asumido tradicionalmente como "miedo al delito", predominando la dicotomía inseguridad objetiva / inseguridad subjetiva. Pero dicha noción tiene un alcance mayor y exige ser revisada conceptualmente. El presente artículo explora, por una parte, la inseguridad como punto de vista y discurso del poder y, por la otra, la inseguridad desde la perspectiva del habitante y las culturas afectivas.
Con este recorrido, se pretende una definición de síntesis que deriva en la idea de "acto de habla".
Además de analizar las circunstancias socioestructurales y los soportes simbólico-institucionales de la inseguridad como acto de habla, el trabajo deja abierta la necesidad de orientar los esfuerzos empíricos a la reconstrucción hermenéutica de los contenidos de la inseguridad, pues de allí brotarán las evidencias fundamentales para la comprensión de los procesos hegemónicos a los cuales asistimos hoy en día en Uruguay.

Insecurity: speech act and conservative hegemony Insecurity has traditionally been taken as "fear of crime", being the dichotomy prevailing objective insecurity / subjective insecurity. But such notion has a broader scope, and demands to be revised conceptually. The present article explores, on the one hand, insecurity from the viewpoint of those in office and their discourse from power, and on the other hand, insecurity from the perspective of the layman and the affective cultures.
This outline intends to put forward a synthetic definition stemming from the concept of "the speech act". Besides analyzing the socio-structural circumstances along with the institutional and symbolic supports of insecurity understood as speech act, it presents a need to direct empirical efforts towards a hermeneutical reconstruction of the contents of insecurity, since it is from there that fundamental evidence for understanding hegemonic processes to which we attended today in Uruguay will sprout.
