    L’avantprojecte de llei posa en risc els serveis socials municipals, ja que modifica profundament la seua concepció (apropant-nos a la beneficència), la distribució competencial (llevant la competència als Ajuntaments) i la responsabilitat pública (impulsa la gestió privada i la mercantilització dels mateix).

    El sistema de serveis socials havia aconseguit en els darrers trenta anys consolidar-se en el conjunt del territori espanyol amb la proximitat a la ciutadania com el seu valor fonamental, aconseguida en part per la prestació des dels ajuntaments, que constitueix l’administració més propera a la ciutadania, a les seues necessitats i amb gran capacitat de conèixer i reconèixer les necessitats dels veïns i veïnes.

    This bill endangers the municipal social services system because it deeply modifies the conception thereof (leaning social services towards charity), the distribution of powers (taking competences to the town and city councils) and the public responsibility (encouraging private management and the commercial exploitation thereof).

    During the last thirty years, the Social Services system had been consolidated throughout Spain, being the proximity to the citizenry its most fundamental value. Such proximity has been achieved thanks to the benefits provided by the town and city councils, which have become the closer public bodies to citizens and their needs with great capacity to understand and recognize the needs of local neighbours.
