      The present paper is a reflection on the performance of the assurance measures implemented in Portugal, as universal social right in 1997 (Guaranteed Minimum Income), and the moral philosophy that supported his amendment in 2003, becoming the Social Insertion Income. Finding us today, in a new political, social and economic context which is expected to introduce further changes in the social minimum guarantees, it is important to maintain the diversity of an analytical view on a measure that was a recommendation of the European Union in the early 90 of the twentieth century that has been the focus of attention and public discussion, leading to very different and controversial opinions - even among social workers as heavily involved professionals in its application.
