The planning and designing of parks and other public open spaces has always been a political issue, in the sense that the location as well as the furnishing of these spaces for various human uses has reflected contemporary structures of power within a given society. Since the beginning of industrialization in Germany, which brought about the growth of the cities and the housing of the majority of its inhabitants in apartment dwellings without any private open space, the question of open space has become a prime matter of political discussion.
