Contribución de la intervención social a la gobernanza ambiental: el caso de Québec

    El Consejo regional del medio ambiente (CRE), organismo no gubernamental (ONG) en Québec, constituye una plataforma de legitimación de prácticas de intervención social relacionadas con la protección y defensa del medio ambiente en un contexto de gobernanza cívica ambiental. La noción de gobernanza hace operativa a la teoría de la regulación e inspira el marco teórico de la investigación que propicia esta publicación; otro enfoque también considerado es el de los saberes de la acción. Se aplicó una metodología cualitativa de tipo descriptiva utilizando los métodos de estudio de caso, análisis documental y entrevista. Se detecta nula presencia de profesionales de la disciplina del trabajo social en el CRE, aunque su participación sería muy valorada por los interventores actuales, quienes pertenecen a diversas disciplinas y en sus prácticas cotidianas fungen como interventores sociales. En cuanto a la participación de actores sociales, se identifica una mayor presencia del sector comunitario, dada su compatibilidad con la misión del CRE. Existen también las relaciones de colaboración consensual o conflictual entre actores públicos, privados y comunitarios. En este contexto, la intervención se presenta dentro de un modelo de desarrollo local de la organización comunitaria, aunque algunas manifestaciones del modelo de acción social también están presentes.

    Existen dieciséis CRE en la provincia de Québec, tres de ellos fueron objeto de la investigación que aquí se presenta: Saguenay - Lac-Saint-Jean, Capital-Nacional y Montreal.

    The Regional Environmental Council (CRE), a nongovernmental organization in Québec, constitutes a platform to legitimize social intervention practices related to the protection and defense of the environment in the context of civic environmental governance. The notion of governance is based here on the regulation theory and inspires the theoretical framework of the master research of this publication; the knowledge-in-action is another approach also considered. A descriptive qualitative methodology, using a case study, document analysis and interviews, was used. There is no professional presence of social work's discipline in the CRE, even if the participation of these professionals would be greatly valued by the actual professionals of this intervention in the CRE, who belong to several disciplines and make social interventions in their daily practices. Also, it identifies a greater involvement of the community sector given the empathy of this sector with the mission of this ONG. Consensual or conflicting collaboration relationships between public, private and community actors are also presented. In this context, the intervention takes place within a local-development model of community organization, although some ways of social action model are also present. There are sixteen CRE in the province of Québec, three of them were investigated in the research presented here: Saguenay - Lac-Saint-Jean, National Capital and Montreal.
