Resumen de Les «lieux transactionnels» de la planification territoriale: Exemple de la plateforme Lyon-Saint Exupéry

  Starting from the observation of the permanence of “privileged places” in the recent history of planning, the article defines “transactional places” as new places to privilege today in territorial planning, referred to as strategic spatial planning. Identified as such, they could give a new, reinforced efficiency to the planning process by co-ordinating its different steps (policy choices, spatial principles, realization). Related to a specific issue on a particular “piece of territory”, they allow the interactions between the various dimensions of the action to be identified at the interface between scales, actors, tools, sectoral fields and time periods. In the territorial plan (inter-Scot) for the Lyon metropolitan area, the multimodal platform of Saint-Exupéry, which houses two major infrastructures (an airport and a high-speed-railway station), constitutes potentially one of these places capable of assuring an overall coherence between actions undertaken at the territorial scale and local initiatives. By intersecting a theoretical approach with a concrete case study, this article concludes by identifying the conditions which reveal the platform of Lyon-Saint Exupéry as a “transactional place”: a lever to implement the planning process.

  Faisant le constat de la permanence des « lieux privilégiés » dans l'histoire récente de la planification, l'article définit aujourd'hui « les lieux transactionnels » comme nouveaux lieux à privilégier dans la planification territoriale, dite stratégique spatialisée. Ces derniers assurent une efficience renforcée du processus de planification en coordonnant les différents moments qui le constituent (choix politiques/principes spatiaux /réalisations). Liés à une problématique spécifique concernant un « morceau de territoire », ils permettent d'établir des interactions entre les différentes dimensions de l'action au croisement entre les échelles, les acteurs, les outils, les champs sectoriels et les temporalités. Au sein de l'inter-Scot de l'aire métropolitaine lyonnaise, la plateforme multimodale Lyon-Saint Exupéry qui accueille deux équipements majeurs, un aéroport et une gare TGV, constitue potentiellement l'un de ces lieux susceptibles d'assurer une cohérence globale entre les démarches menées à l'échelle du grand territoire et les initiatives locales. En croisant approche théorique et étude de cas, l'article identifie finalement les conditions permettant de révéler la plateforme Lyon-Saint Exupéry en tant que « lieu transactionnel » : levier de mise en uvre du processus de planification
