    Cuba tiene una serie de objetivos que la hacen diferente a nivel mundial, le confiere gran importancia al desarrollo de las comunidades, debido a que este repercute directamente en el desarrollo del país, numerosos han sido los programas que la Revolución se ha trazado para mejorar el modo de vida de la sociedad, a partir sus intereses y necesidades. Respeta la multiplicidad de tradiciones y características culturales originadas por la historia. Está asentado en los valores éticos de la clase trabajadora, en particular, los de contribución y beneficio mutuo. Tienen en cuenta que la comunidad está constituida por personas, individuos a los cuales debe llegar la acción comunitaria, no como algo impersonal o distante, sino de manera continua y personal. La coordinación e integración de las actividades, los esfuerzos y recursos de los diferentes organismos, organizaciones e instituciones, en lograr los objetivos más importantes para la localidad, permite una mayor coherencia en sus acciones que contribuyan a potenciar los resultados, sobre la base del incremento de la efectividad.

The coordination and integration of the activities, the efforts and resources of the different organisms, organizations and institutions, in achieving the most important objectives for the town, it allows a bigger coherence in their actions that will contribute to strengthen the results, on the base of the increment of the effectiveness.
