    The Municipal Foundations of Higher Education were created by the municipal government, in line with the policies of the Brazilian government, and promoting the expansion and internalization of higher education. It is in this context that the Fundação Faculdade de Ciências Francisco Beltrão � FACIBEL is inserted, and it is by means of an analysis of the history of higher education and its relation to the social, economical, and political scenarios that we seek to contextualize its creation process, existence and transformation. This article recovers its memory by means of a historical, descriptive and analytical perspective, revealing the dynamics of the establishing of the higher education system in Francisco Beltrão, as well as its story of triumph and progress within a context that marked the past of the city and the region, inserting many actors and their roles in this slice of regional history.

    As Fundações Municipais de Ensino Superior foram criadas pelo poder público municipal, em consonância com as políticas do governo brasileiro que preconizavam a expansão e interiorização do ensino superior. É nesse universo em que se inseriu a Fundação Faculdade de Ciências Humanas de Francisco Beltrão � FACIBEL, e é através de uma análise da história do ensino superior e sua relação com o contexto socioeconômico e político que se busca contextualizar o processo de sua criação, sua existência e sua transformação. Este artigo, numa perspectiva histórica, descritiva e analítica, resgata a sua memória e revela para a compreensão toda a dinâmica do processo de criação do ensino superior em Francisco Beltrão, sua trajetória de superação e avanços dentro de um contexto que marcou o passado da cidade e da região, inserindo muitos atores e seus papéis nesse recorte da história regional
