  • The paper analyzes the High Representative for Foreign Affairs and Security Policy from its origins to current art. 17 TEU, as modified in the Treaty of Lisbon.

    The essay analyzes appointment, dismissal procedure and the relationships of the HR with other European institutions: the Commission (and the membership and role of Vice-President of the Commission of HR); the Council, where the HR chairs the Foreign Affairs Council; the President of the Commission; the President of the European Council and, finally, the European Parliament. In this article the author tries to highlight possible developments of the HR and its role in European policy, based on preferred relationships with some of the above mentioned institutions of the European Union. Art. 17 TEU is quite ambiguous about HR and over-shadows the “true face” of this subject.

    Special attention is paid to the role of the HR in the new European External Action Service (EEAS) and to the specific problems of Common Security Policy.
