The so-called conciliation policy has been the subject of many pieces of research. These pieces of research have approached the problem from different perspectives: the strengthening of the ecclesiastical structure, the tolerance and control mechanisms of the Porfirio Díaz' regime vis-a-vis the Church and the transformations within the catholic world as a result of the publication of Rerum Novarum. However, in order to gain a better understanding of the process, it is necessary to examine the stategies used by the Church to regain its influence and to avoid compliance with legal dispositions. this paper intends to illustrate the procedures used by the Church to reestablish its presence. In these procedures the laymen, organized in corporations headed by the clergy, were responsible of restoring the Church's presence in the world by means of promotion schools, benevolent societies, publications and mutualaid organizations, as well as legislation favorable to ecclesiastical interests.
