    la administración municipal castellana sufrió un gran cambio a partir de la reforma impulsada por Alfonso XI a mediados del siglo XIV: de una organización de concejo abierto se pasó al cerrado, y más tarde al regimiento. Hubo una paulatina pérdida de la participación de la vecindad en las elecciones de sus representantes locales y se fomentó la génesis de una oli- garquía organizada en bandos, que luchó entre sí para conservar el poder. Esta estructura fue heredada por la Edad Moderna; con la intención de poner fin a los conflictos, Carlos V inau- guró un proceso venal del oficio público, que en Asturias se inició en 1544 con la venta de las ocho regidurías de Oviedo, dando lugar a un proceso de oligarquización de la vida política lo- cal y sus protagonistas fueron miembros de la hidalguía. los oficios, de condición vitalicia, pasaron a perpetuarse lo que generó su patrimonialización a principios del siglo XVII y la for- mación de redes clientelares a través de la transmisión de los cargos a terceros.

    the Castilian municipal administration underwent a great change from the reform impelled by Alfonso XI in the middle of 14th century: of an organization of open council one went to the closed one, and, later, to the regiment; there was a gradual loss of the participa- tion of the vicinity in the election of his social representatives and the genesis of an oligarchy organized in factions was fomented, that fought to each other to conserve the power. this structure was inherited by the Modern Age. With the intention to end the conflicts, Carlos V inaugurated a venal process of the public office that, in Asturias began in 1544 with the eight sales of town councillorships of Oviedo giving rise to a process of formation of the oligarchy of the local political life, in which the protagonists were members of nobility. the offices, of life condition, happened to be perpetuated at the beginning of 17th century and the formation of networks generated of clients through the transmission of the positions to third parties.
