    En la última década del siglo XX, proliferan en todo el mundo las disposiciones legales que reconocen derechos a las víctimas, que en este siglo van llegando a gozar de una progresiva cobertura muy apreciable (México ha realizado ya cuatro reformas constitucionales, mejorando sustancialmente la situación jurídica). Los principios que guían al Derecho Victimal marcan su diferencia respecto del Derecho Penal, y son necesarios para lograr el respeto a la dignidad de la víctima, su efectivo acceso a la justicia, la creación de la necesaria legislación y su adecuada interpretación y aplicación.

    Pendant la dernière décennie du XXème siècle, dans tout le monde prolifèrent des dispositions légales en reconnaissant les droits des victimes. Ces dispositions vont se bénéfi cier progressivement dans ce siècle d�une très palpable couverture (Mexique a déjà éprouvé quatre réformes constitutionnelles, en améliorant sensiblement la situation juridique dans ce domaine). Les principes qui guident le Droit Victimal marquent sa différence avec le Droit pénal, et ils sont nécessaires pour assurer le respect de la dignité de la victime, leur accès effectif à la justice, la création de la législation nécessaire avec une interprétation et application adéquate.

    In the last decade of the XX century, there was a proliferation of legislation the world over that addressed the recognition of the rights of victims. In the fi rst years of this new century, such legislation has become increasingly far-reaching (Mexico has already effected four constitutional reforms, which have signifi cantly improved the legal situation). The principles that inform Victimal Law represent a difference with regard to simple Penal Law, and are necessary for the attainment of the dignity of the victim, for the victim�s true access to justice, for the creation of the necessary legislation, and its proper interpretation and application.

    XX. mendearen azken hamarkadan, mundu guztian gehitu dira biktimen eskubideak aitortzen dituzten lege-xedapenak. Mende honetan, horiek aintzat hartzeko moduan beteko dira pixkanaka (Mexikok lau konstituzio-erreforma egin ditu, eta egoera juridikoa funtsean hobetu du). Biktimekiko zuzenbidea gidatzen duten oinarriek bestelakoak dira zigor zuzenbidekoekin alderatuta, eta beharrezkoak dira biktimaren duintasuna errespetatzeko, biktimak justiziara heltzeko, beharrezkoa den legedia sortzeko eta hura modu egokian interpretatzeko eta aplikatzeko.
