El Primer Symposium de Victimología (Jerusalén 1973) fue un punto de partida en el concepto de Victimología y de víctima, así como en cuanto a la relación existente entre ambos. El nuevo enfoque científi co victimológico igualmente sirvió para redimensionar la naturaleza de la reacción penal y para incluir mecanismos de reparación del daño para las víctimas directas e indirectas. Al igual que la Criminología redimensionó en el siglo XIX al Derecho Penal con Cesare Lombroso poniendo en el centro del debate al �hombre delincuente y el estudio de su personalidad�, la Victimología nos lleva a considerar, entre otras cosas, qué mecanismos deben crearse para fundamentar y crear un sistema penal protector de los derechos humanos, más allá del �Derecho Penal del Enemigo�.

The First Symposium on Victimology (Jerusalem, 1973) was the point of departure for the concept of Victimology and victim, as well as the relation between both. The new scientifi c and victimological focus brought a new dimension to the nature of penal reaction and led to the inclusion of mechanisms of reparation for damage suffered by direct and indirect victims. In the same way that Criminology brought a new dimension to Penal Law in the XIX century, when Cesare Lombroso placed the �offender and the study of his personality� at the heart of the debate, Victimology leads us to consider, among other things, what mechanisms must be created to provide a solid base for the creation of a penal system that is protective of human rights, beyond the �Penal Right of the Enemy�.

Le premier Symposium de Victimologie (Jérusalem 1973) a était un point de départ de la notion de Victimologie et de victime, ainsi que de la relation entre les deux. La nouvelle approche scientifi que victimologique a également servi à redimensionner la nature de la réaction pénale et à inclure des mécanismes de réparation des dommages causés aux victimes directes et indirectes. Si la Criminologie a remodelé au XIXème siècle le Droit pénal avec Cesare Lombroso, en mettant au centre du débat « l�homme criminelle et l�étude de sa personnalité », la Victimologie nous amène à considérer, entre autres choses, les mécanismes qui doivent être conçus pour fonder et créer un système de protection pénal des droits de l�homme au-delà du « Droit pénal de l�ennemi ».

Biktimologiari buruzko lehenengo symposiuma (Jerusalem, 1973) abiapuntua izan zen biktomologiaren eta biktimaren kontzeptuari dagokienez, baita bien arteko harremanari dagokionez ere.
Halaber, ikuspuntu zientifi ko biktimologiko berriak zigor-erreakzioaren izaera birdimentsionatzeko eta kaltea konpontzeko mekanismoak hartzeko balio izan zuen, zuzeneko eta zeharkako biktimentzat. Kriminologiak XIX. mendean zigor zuzenbidea birdimentsionatu zuen, Cesare Lombroso kriminologoak eztabaidaren erdigunean jarri baitzuen �gaizkilea eta haren nortasunaren ikerketa�.
