Mesurer l'efficacité des députés au sein du Parlement français: L'apport des techniques de frontières non paramétriques

    • The adoption of new rules of procedure by the French National Assembly in 2009, following the constitutional revision of 2008, drew attention to the problem of parliamentary absenteeism and the issue of MPs' efficiency. The aim of this article is to deal with this issue by relying on non-para- metric frontier techniques, which have the advan- tage of highlighting – for one given level of pre- sence – the MPs' actual outputs in parliamentary committees and the plenary. Drawing on an eco- nometric analysis, we assess the impact of personal and political characteristics on MPs' per- formance. We highlight the effects of multiple- office holding and majority-opposition cleavage on parliamentary efficiency.
