Al poco tiempo de concluido con el Perú la suscripción de un tratado que determinó el destino final de las provincias de Tacna y Arica, el gobierno de Carlos Ibáñez del Campo hizo frente a una dilatada y controvertida cuestión sobre la tenencia de la tierra en la zona patagónica y de Magallanes. Para tales efectos, se comisionó al Ministro Edecio Torreblanca White para que hiciera una visita de inspección al Territorio de Magallanes y recabara �in situ� mayores informaciones sobre la problemática que subsistía y que la Ley Nº 601 de 14 de octubre de 1925 no había podido corregir. Analizar en base a informaciones periodísticas de Punta Arenas, las diligencias y peticiones recabadas por el Ministro a fines de 1930 constituye el principal objetivo de este trabajo. Hay que hacer notar que para el mejor cumplimiento y éxito de esta Comisión a la región austral, el Presidente Ibáñez entregó instrucciones al Intendente de Magallanes e informó al gobierno argentino de las próximas actividades del Ministro Torreblanca y acompañantes en la zona. La idea de comunicar al país trasandino sobre esta inspección oficial era para evitar especulaciones futuras y para no dejarse llevar por erróneas interpretaciones que pudieran entonces menoscabar las relaciones bilaterales.
Shortly after the government of Carlos Ibáñez del Campo had signed with Peru a treaty that settled the final destiny of the provinces of Tacna and Arica, they faced a dilated and controversial question on the ownership of land in the Patagonia region and Magallanes. Due to this, the Minister Edecio Torreblanca White was instructed to make an inspection visit to the Territory of Magallanes and to gather on location greater information on the problem which existed and which the Law Nº 601 of October 14, 1925 had not been able to correct. The analysis of the newspaper information from Punta Arenas, the investigations and petitions gathered by the Minister at the end of 1930 are the principal objective of this work. It should be noted that in order to ensure the fulfilment and success of this Commission to the southern region, President Ibáñez gave instrunctions to the Governor of Magallanes and informed the Argentine Government of the activities that would be carried out by Minister Torreblanca and those persons who accompanied him to the zone.
