Resumen de Las estrategias desde arriba y desde abajo del movimiento de Hugo Chávez

  Se analiza el movimiento y la presidencia de Hugo Chávez desde la perspectiva de dos estrategias: desde arriba, en la que el Estado y los partidos políticos buscan conservar el poder y servir como instrumento de cambio, y desde abajo, activada por movimientos sociales y sectores no organizados de la población que promueven su propia agenda de transformación. A ese fin, se examinan el MVR, las organizaciones sociales chavistas, y las innovaciones en el campo de política económica, social y exterior. La coexistencia de ambas estrategias parece a veces un delicado acto de equilibrismo, y ha generado tensiones dentro del movimiento. Pese a la radicalización del discurso y las acciones, no hay indicaciones de un cambio significativo a favor de uno u otro modelo en el futuro de corto o mediano plazo.

  The movement and presidency of Hugo Chávez are analyzed from two perspectives: the up down strategy, where the state and the political parties seek to retain the power and be instrumental in the change, and the bottom up approach, set in motion by social movements and non-organized sectors of the public with their own transformative agenda. The MVR, the chavista social movements and new developments in the field of economic, social and foreign policy are examined to that end.

  The coexistence of both strategies looks at times like an awkward balancing act and has generated tensions inside the movement. Notwithstanding the radicalization of the discourse and actions, there is no indication of a significant change towards one or the other approach in the immediate or medium-term future.
