    Este artigo apresenta a reflexão sobre as noções de cidadania/direitos, pobreza e assistência social produzidas pelo documento oficial do Programa Fome Zero e pelos discursos veiculados pela mídia sobre este Programa. A direção será, portanto, de compreender os significados apresentados de Cidadania, Pobreza e Assistência Social e analisá-los através de autores especialistas nestas categorias.

    Luiz Inácio Lula da Silva em janeiro de 2003, no ato de sua posse, definiu como o �carro-chefe� de seu governo, no campo social, o Programa Fome Zero. Com este Programa, o presidente Lula assumiu publicamente, como meta social principal de sua administração, a responsabilidade em acabar com a fome no Brasil. Sua principal finalidade é combater a fome de 44 milhões de brasileiros através de ações de cunho emergencial, estrutural e participativo na construção de uma ampla política de segurança alimentar para o Brasil. Deste modo, é imprescindível ter acesso à forma como categorias norteadoras deste Programa são definidas e tratadas no documento oficial;

    pois a partir destas será possível analisarmos criticamente a essência do Programa Fome Zero e sua implementação na atual realidade brasileira.

    This article presents the reflection on the right slight knowledge of citizenship/, poverty and social assistance produced by the official document of the Program Fame Zero and by the speeches propagated for the media on this Program. The direction will be, therefore, to understand the presented meanings of Citizenship, Poverty and Social Assistance and to analyze them through authors specialists in these categories. Luiz Inácio Lula da Silva in January of 2003, in the act of its ownership, defined as �car-head� of its government, in the social field, the Program Fame Zero.

    With this Program, President Lula assumed public, as main social goal of its administration, the responsibility in finishing with the hunger in Brazil. Its main purpose is to fight the hunger of 44 million Brazilians through action of character emergencial, structural and participation in the construction of an ample politics of alimentary security for Brazil. In this way, it is essential to have access to the form as keys categories of this Program are defined and treated in the official document; therefore from these it will be possible critically to analyze the essence of the Program Fame Zero and its implementation in the current Brazilian reality.
