Resumen de Repensant el territori català: cap a una bicapitalitat catalana i metropolitana?

  Since years, the territorial debate on the territorial organization of Catalonia and the Barcelona Metropolitan Region has moved between two types of thoughts that are formulated as two opposing options. On the one hand, the firm commitment to the system of Catalan cities, and on the other hand, the Barcelona metropolitan phenomenon. The first territorial option resents a global view that covers the whole of Catalan territory and it is its urban base; while the second one, is seen as a question that is generated from the macrocephalia of the capital city of Barcelona as well as the urban fact that will define the territorial model of whole Catalan territory. In this article, this issue is studied by analyzing firstly from a theoretical perspective, the process of consolidation of the current Catalan and metropolitan territory from the beginning on this territorial dichotomy arises: the Regional Planning 1932 and the Territorial Division 1936 until the approval of the current Barcelona Metropolitan Territorial Plan in April 2010. Then, by doing an empirical analysis of population growth at the scale of unicipalities and counties for the last thirty years, with the urban hierarchy that its implies, it is reviewed from a critical point of view, the territorial model that the Barcelona Metropolitan Territorial Plan recommends as a optimal to achieve the objectives of environmental sustainability, economic efficiency and social cohesion. The empirical results show a significant demographic growth and a strengthening of the urban hierarchy in Vallès cities and therefore the county Vallès Occidental in respect of the Catalan and metropolitan territory. Consequently, this urban dynamic can lead to a third option in this territorial debate: from a system of city of metropolitan cities and a Catalan monocapital (Barcelona) to a territorial model of system of city of metropolitan cities and a Catalan Bicapital (Barcelona-Vallès emerging city).

  De fa anys, el debat territorial en l'organització territorial de Catalunya i de la Regió Metropolitana de Barcelona s'ha mogut entre dos tipus de reflexions que es formulen com dues visions contraposades. Per una banda, l'aposta decidida pel sistema de ciutats catalanes i, per l'altra, pel fenomen metropolità de Barcelona. La primera opció territorial presenta una visió global que abasta tot el territori català i constitueix la seva base urbana, mentre que el segon es veu com una qüestió que es genera a partir de la macrocefàlia de la ciutat capital, Barcelona, com el fet que marcarà el model territorial de tot el territori català. En la voluntat d'estudiar aquesta qüestió, en el present article s'analitzarà primerament, des d'una perspectiva teòrica, el procés de consolidació de l'actual territori català i metropolità des dels inicis, on aquesta dicotomia territorial s'origina: el Regional Planning del 1932 i la Divisió Territorial del 1936 fins a l'aprovació de l'actual Pla Territorial Metropolità de Barcelona l'abril del 2010. Posteriorment, mitjançant un anàlisi empíric del creixement demogràfic per municipis i comarques dels últims trenta anys, amb la consegüent jerarquia urbana que això implica, es posarà en crítica el model territorial que el Pla Territorial Metropolità de Barcelona preconitza com l'òptim per tal d'assolir els objectius de sostenibilitat ambiental, eficiència econòmica i equitat social .Els resultats empírics mostren doncs un creixement demogràfic acusat i un reforçament de la seva jerarquia urbana en les ciutats vallesanes i, per tant, de la comarca del Vallès Occidental en respecte al territori català i metropolità. La qual cosa pot conduir a una tercera via en aquest debat territorial: des d'un sistema de ciutat de ciutats metropolitanes i monocapitalitat catalana (Barcelona) a un model de sistema de ciutat de ciutats metropolitanes i bicapitalitat catalana (Barcelona-ciutat emergent del Vallès).
