    El artículo presenta una relación entre la operación urbana y el proyecto urbano, y la justifica en la necesidad de atender el crecimiento explosivo de las ciudades latinoamericanas, que exige de los urbanistas enfoques más integrales y actitudes más operacionales para conducir las dinámicas complejas de las ciudades.

    Encuadra la operación urbana como unidad de acción de una visión contemporánea del urbanismo, donde lo Interdisciplinario y lo Participativo tratan de superar la visión indicativa y reduccionista de la planificación.

    Esta forma de operar en la ciudad apertura una pregunta: ¿La norma urbanística puede conducir los procesos urbanos? ¿Son los instrumentos de gestión más indicados para la construir la ciudad en forma estratégica y operacional? En ambos casos la respuesta está íntimamente ligada al Rol que se le dé al instrumento proyecto urbano, por su capacidad de formalizar las estrategias.     The article presents a relationship between the urban operation and the urban project, and it justifies it in the necessity of assisting the explosive growth of the latin american cities, that demands from the urbanistas more integral focuses and more operational attitudes to drive the complex dynamics of the cities.

    It frames the urban operation as unit of action of a contemporary vision of the urbanism, where the Interdisciplinary and Participatory aspects try to overcome the indicative vision and reducible of the planning.

    This form of operate in the city opening a question: Can the urbanistic norm lead the urban process? Are the most suitable administration instruments for building the city in strategic and operational form? In both cases the answer is intimately bound to the List that is given to the instrument urban project, for its capacity to formalize the strategies. and tries to outline some ideas to answer them.
