Resumen de Las organizaciones sindicales frente a la exclusión social en el Mercosur

La globalización es un proceso que avanza cada vez más rápido, cuyos efectos han provocado diversas reacciones de los Estados y los actores sociales sobre los cuales influye. Tal vez los Estados hayan adoptado una actitud pasiva frente a ese proceso, al limitarse a abrir sus economías al comercio y a los flujos financieros internacionales, o por el contrario hayan respondido mancomunadamente ante la internacionalización de la economía y la sociedad, como es el caso del Mercosur. Sin embargo, en este tipo de acuerdo tienden a predominar las dimensiones comerciales, postergando los temas sociolaborales. En este artículo se enfatiza lo referido a los esfuerzos para superar la exclusión social en el Mercosur y particularmente el papel que han jugado las organizaciones.

The Trade Union Organizations in the Face of Social Exclusion in the Mercosur Globalization advances at an everincreasing pace and has provoked different reactions on the part of the States and social actors affected. In general, the governments have assumed a basically passive attitude, limited to facilitating the opening of their economies and the flows of international financial capital. But there are cases of joint efforts to respond to the logic of internationalization and one of these is the Mercosur. Nevertheless, in regional agreements such as that of the Mercosur, the initial emphasis is on commercial questions and the resolution of social and labor problems tends to be postponed. This article emphasizes the efforts to overcome the phenomenon of social exclusion in the Mercosur and, particularly, the role of trade union organizations in this struggle.
