El fenómeno urbano está marcado por la disociación entre urbes (la forma espacial y arquitectónica de la ciudad) y civitas (las relaciones humanas y políticas que se generan en ellas). Pero en las metrópolis brasileñas, cuya población total se ha incrementado como consecuencia de la desruralización y la industrialización, la primera condición parece disociada de la segunda. La expansión del trabajo informal, la concentración de habitantes en favelas y barrios periféricos cercanos o de fácil acceso a las zonas más ricas y el incremento de la violencia han generado un marcado proceso de segregación territorial que hace que las grandes ciudades brasileñas sean cada vez más ingobernables.

The urban phenomenon is marked by the relationship between urbes (the spatial and architectural form of the city) and civitas (the human and political relations which they produce). But in the Brazilian case, there appears to be a marked lack of harmony between the two. The increasing incidence of informal work and the growing concentration of the population in favelas close to, and/or with easy access to, wealthy zones, together with the increasing violence, have led to an increasingly marked process of territorial segregation in the large Brazilian cities which are becoming every day more difficult to govern.
