    Argentina es el país latinoamericano que más ha avanzado en el control civil de las Fuerzas Armadas. Es el primero que sometió a la justicia a los responsables de la dictadura y uno de los pocos en que se prohíbe claramente la intervención militar en la seguridad interna. El diseño creado en los primeros años de la transición a la democracia apuntaba a juridizar la relación cívico-militar, de modo de separar claramente lo correcto de lo ilegal y marcar un quiebre con la tradición golpista. Este camino, sin embargo, estuvo marcado por avances y retrocesos, levantamientos militares y la búsqueda, por parte de las Fuerzas Armadas, de nuevos espacios de autonomía. Aunque el gobierno de Néstor Kirchner ha reinstalado una agenda de derechos humanos e implementado algunas medidas importantes, la institucionalización del nuevo rol de los militares está lejos de haberse consolidado.

    Of the Latin American countries, Argentina is the one that has made the greatest advances in civilian control of the armed forces. It was the first to submit those responsible for the dictatorship to justice and one of the few that explicitly prohibit military involvement in internal security problems. In the first years of the democratic transition, the aim was to establish a clear legal basis for the separation between civil and military competences, with a view to overcoming the legacy of the military coups. The process has not been without its problems: military rebellions and attempts on behalf of the armed forces to carve out new spheres of autonomous action. While Néstor Kirchner�s government has been committed to a human rights agenda and has introduced important measures, the institutionalization of the new role of the military has as yet not been consolidated.
