    • This paper focuses on the adaptations that occur during the transfer of european educational policies though the establishment of a national (Greek) law and finally its implementation in Greek universities. The analysis includes five distinct levels. Firstly, european policies about quality assurance (QA) in universities have being analyzed. The second level focuses on different efforts by Greeks governments to establish a national system of QA in Greek universities. The analysis of the proposed model of evaluation by the "Hellenic Quality Assurance Agency for Higher Education" is the third level of analysis. The analysis of a university deparment's evaluation (a case study) is the next level. Finally, a comparative analysis on the findings takes place. The objective of this paper is to light up the similarities and divergences between various levels of establishment and implementation of an education policy, (i.e. from the general european education policy level to the implementation of a specific policy program at a university department).
