In a social and economic view based on the thinking of Amartya Sen, serge Latouche and others, the author considers public libraries (and the other knowledge-based institutions) as important tools in order to strengthen social cohesion and "public wellness". The library represents a very milestone of an updated welfare state and the basis for a shared social development. The author argues that, instead of facing the fiscal crisis by strong cuts to public budgets, as nowadays policies do, it would be necessary to grant more accurate and "selective" public expenses, sustining particularly the knowledge-centered services such as libraries, archives and museums.
