La protección de los espacios naturales en el Pais Vasco y el desarrollo del agroturismo. Los casos de Txingudi y la Reserva de Biosfera de Urdaibai

    A fin de contribuir a las necesidades de desarrollo socioeconómico de un Espacio Natural Protegido mediante la conservación de sus habitats, la Ley estatal de Conservación de Espacios Naturales configure cuatro espacios: Parques Nacionales, reserva y monumentos naturales, y los paisajes protegidos. Junto a estas figuras creadas por la legislacion basica, las Comunidades autónomas pueden establecer otros Espacios Naturales Protegidos (ENP) regulando sus correspondientes medidas de protección (articulo 21,12). De esta forma, en el Pais Vasco no existe ningun Parque Nacional, pero se establecen tres figuras de protección en la Ley Vasca 16/1994, de 30 de junio, de Conservación de la Naturaleza: Parque Natural, Biotopo Protegido y Árbol Singular. Estas figuras se insertan en la Red Vasca de ENP y algunas coinciden con las recogidas en la Red Natura2000 (como ZEPAs y LICs), o en las Áreas de InterÉs NaturalÍstico, o en la Lista Ramsar (Humedales de Importancia Internacional), si Bien la Reserva de la Biosfera de Urdaibai es una de figura especial.

    In order to contribute to socio-economic development needs of a Natural Protected Area through the conservation of their habitats, the State Law of Conservation of Natural Areas set four areas: National Parks, natural reserve and monuments and landscapes protected. Along with these figures created by the basic law, the Regio nal Government may establish other Protected Natural Areas (ENP) regulating their measures of protection (Article 21.12). In this way, in the Basque Country there is no National Park, but there will be three categories of protected areas in the Basque Law 16/1994, of June 30, Nature Conservation: Natural Park, Protected Biotope and Singular Tree. These figures are inserted in the ENP Basque Network and some listed in the Red Natura2000 (as SPAs and SCIs), or in the Naturalist Interest Areas, or in the Ramsar List (Wetlands of International Importance), although the Urdaihai Biosphe re Reserve, it is one of special figure.
