    According to the 1958 Constitution, cohabitation is not a problem. For different reasons it was, at the start, identified with the new regime. It became a problem with the establishment, by General de Gaulle, of a majority presidential regime that was consolidated by his successors.

    Nevertheless, this problem was dodged twice thanks to the short duration of two cohabitations that were essentially waiting periods before a presidential election. The lessons to be drawn from these two “pseudo-cohabitations” are useless. It is difficult to believe that in the coming five years there will not be a major crisis which, according to its outcome, will bring about either a restauration of the majority presidential regime or a pure parliamentary regime. Those who, like the author, fear that such a parliamentary regime would simply mind going back to the Fourth Republic must wish that the restauration of the majority presidential regime – wether by the left or the right is not important – will be accompanied by a correction of its flaws. First among those is the risk of a cohabitation. First among the remedies is a five-years term that would limit or even suppress them.

    Selon la version 1958 de notre Constitution, la cohabitation n’est pas un problème.

    Pour des raisons non concordantes, elle a été à l’origine identifiée au nouveau régime. Elle n’est devenue un problème qu’avec la construction par le général de Gaulle du présidentialisme majoritaire consolidé par ses successeurs.

    Ce problème a pourtant été esquivé par deux fois grâce à la brièveté de deux cohabitations qui ont été surtout attente et préparation de la prochaine élection présidentielle. Il prend maintenant sa pleine dimension.

    Les enseignements des pseudo-cohabitations ne sont guère utilisables. Il est peu croyable que, tout au long des cinq ans à venir, une crise décisive n’éclate pas et, selon son dénouement, n’aboutisse pas soit à la restauration du présidentialisme majoritaire soit à celle du pur régime parlementaire. Si, comme l’auteur, on craint que le prétendu régime parlementaire ne retourne à la IVe République, il faut souhaiter que la restauration – au profit de la droite ou de la gauche, peu importe – du présidentialisme majoritaire s’accompagne de la correction de ses défauts. Au premier rang de ceux-ci : les risques de cohabitation. Au premier rang des remèdes : le quinquennat qui les réduirait ou même les supprimerait.
