As opposed to the Presidents of the Councils of the Third and Fourth Republics who were harassed by the sovereign Parliament and forced to attend practically all its sessions, since 1959 the Prime Minister has dominated the legislatures rather than being dominated by them, and he seldom attends their meetings. His control, which is exercised through intermediary mecanisms, persons and traditions, tends to reduce the MPs and senators to subjects and despite some attempts at redressing the balance, “legislative power” is a fiction.

Contrairement aux présidents du Conseil des IIIe et IVe Républiques, harcelés par le Parlement souverain et contraints à une présence quasi-constante dans les hémicycles, le Premier ministre depuis 1959 domine plus encore qu’il ne dirige les assemblées, où il vient peu. Sa maîtrise, exercée par mécanismes, personnes et habitudes interposés, réduit députés et sénateurs à une sujétion qui, malgré quelques tentatives de rééquilibrage, fait du « pouvoir législatif » une fiction.
