    There is no such thing as the « Enarchie ». The former students of the ENA do not constitute a monopolistic caste, a homogeneous group nor an autonomous power structure. The central place occupied by the « énarques » in the political class may be misleading. The ENA has not fulfilled the task it was entrusted with in 1945, namely to establish a single recruitment procedure for higher civil servants. Furthermore, the former students of the ENA share no common origins and no common destiny. They only share a common training.

    L’énarchie n’existe pas. Les anciens élèves de l’ENA ne constituent ni une caste monopolistique, ni une couche homogène, ni un pouvoir autonome. La place qu’ont acquise les énarques dans la classe politique ne doit pas faire illusion. L’ENA n’a pas rempli la mission qui lui était impartie en 1945 d’assurer l’unité du recrutement de la haute administration. D’ailleurs, les anciens élèves de l’ENA n’ont ni origines communes ni destin commun ; ils ont seulement une formation commune.
