  F. Fukuyama afirma que la solidaridad es el aspecto más importante de la sociedad civil. El alcance del Estado en los países occidentales está limitado.1 La sociedad civil es algo que tiende a ser producida por el progreso de modernización y todo apunta a que se va a convertir en una alternativa al Estado como medio de conexión social, como facilitador de servicios sociales e incluso como poder paralelo.

  Fukuyama entiende el término cultura como los hábitos transmitidos de generación en generación por un pueblo, hábitos que lo identifican y diferencian de los demás. Esa herencia puede incluir valores, costumbres e ideas heredadas. El capital social es el resultado de la 'confianza' como vigencia, y la sociabilidad espontánea es un capítulo del 'capital social' que se produce cuando individuos o grupos se solidarizan para actuar y apoyarse recíprocamente, porque tienen disposición para hacerlo así.

  En base a estos tres conceptos, el estudio comparado "Gente y Ciudadanía" pretende establecer una relación entre la movilización de la sociedad civil, constituyéndose en poder ciudadano, y la pérdida de confianza en las instituciones.

  F. Fukuyama asserts that solidarity is the most important aspect of civil society. The scope of the State in western countries is limited. Civil society is something that tends to evolve as the result of the progress of modernisation and everything points towards its being converted into an alternative of the State as a means of social connection, as a facilitator of social services and even as a parallel power.

  Fukuyama understands the term ¨culture¨ to mean the habits of a people transmitted from generation to generation, habits that identify and differentiate them from the rest. This heritage can include values, customs and inherited ideas. Social capital is the result of ´trust´, and spontaneous sociability is an aspect of ´social capital ´ that results when individuals or groups show solidarity when acting and supporting each other reciprocally because they are disposed towards doing so.

  Using these three concepts, the comparative study ¨Gente y Ciudadanía¨ tries to establish a relationship between the mobilisation of civil society, setting itself up as a civic power, and the loss of trust in institutions
