This paper analyzes the budgetary coordination mechanisms in Spain, with special attention to regional governments (Autonomous Communities). We evaluate in particular the recent reform of budgetary stability legislation enacted in 2006. The results showed an aggregate overall effectiveness in terms of reducing the public deficit, although there are quite remarkable individual overflows in certain Autonomous Communities. The economic crisis has tested the budgetary stability law and, therefore, we intend to move toward a new framework, more flexible but equally effective.
