  Matanzas presenta particularidades únicas para Cuba y en nuestra región geográfica, por la entronizada fusión alcanzada entre sus privilegios naturales y el medio físico construido. En ella, la naturaleza y la obra del hombre se fundieron para siempre; su espléndida bahía se entrega a toda la ciudad, acogiendo en su interior las aguas de sus ríos, generadores de puentes.

  La fundación y desarrollo de la ciudad, entre y extra ríos, bordeando una hermosa y abierta bahía, con extensa longitud de áreas costeras, que favorecen el disfrute de un envidiable e inigualable paisaje, pero que hacen vulnerable la obra del hombre, sobre todo y en mayor alcance, al envejecido y descuidado patrimonio, incapaz de enfrentar hoy con decoro los efectos directos de ciclones, vientos, lluvias, crecidas, inundaciones y mareas de tempestad.

  Castigada generalmente por fenómenos naturales de moderada intensidad a todo lo largo de su existencia, está llamada, como todas nuestras ciudades patrimoniales, a promover, poner en práctica, chequear y controlar, aplicando una Gestión Integral Patrimonial-GIP a la medida de esta problemática. La construcción de puentes, ha tenido una connotación especial, y este tipo de obra ingeniera se vincula al desarrollo alcanzado por la ciudad en los siglos XVIII y XIX. Si para La Habana las fortificaciones fueron la escuela y el taller de quienes la construyeron; sin dudas la construcción de los puentes sobre los ríos que atraviesan la ciudad de Matanzas, se tornó como la mejor academia en la cual se labraron los constructores que legaron a las nuevas generaciones una de las ciudades cubanas de mayor significación urbano-arquitectónica. Nuestros puentes, son testimonios indisolubles de imagen e identidad, además de haber sido testigos vivos de sus raíces e historia, llegando a constituir hitos significativos de su memoria viva: tangible e intangible. Son todas estas consideraciones, el recuerdo de aquellas estructuras que los fenómenos naturales impidieron que hoy disfrutáramos, el amor y respeto a la herencia del pasado, en el tema de los puentes, a aquellos que con orgullo llamamos hoy centenarios, por todo lo que significan para el patrimonio matancero, para Cuba y el mundo, y la responsabilidad que tenemos con la preservación total del patrimonio, son esas las razones que nos impulsaron a realizar este trabajo cuyo objetivo principal se basa en la necesidad de materializar Gestión Integral Patrimonial-GIP eficaz, que profundice en los riesgos y el manejo de los desastres, para no tener que lamentar mañana lo que estamos llamados a hacer hoy y no estamos haciendo bien�al menos en materia de preservar nuestro valioso patrimonio, aunque para este caso centremos en los Puentes nuestro caso de estudio

The construction of bridges, has a special connotation, and this type of engineering work is linked to the development attained by the city in the eighteenth and nineteenth centuries. If for Havana fortifications were the school and the shop who built, no doubt the construction of bridges over rivers that cross the city of Matanzas, became the best academy in which he carved the builders who bequeathed new generations of Cuban cities most significant urban architecture.   Are all these considerations, the memory of those structures that prevented the natural phenomena that today I will enjoy the love and respect for the heritage of the past, the issue of the bridges to those who proudly call today centenarians, all what they mean Matanzas for heritage, for Cuba and the world, and the responsibility we have to preserve all the assets, these are the reasons that prompted us to undertake this work whose main objective is based on the need to realize Integrated Wealth-effective IPM a deepening of risk and disaster management, to avoid regret tomorrow what today are called to do and not Arq.
