    • This introduction provides a brief overview of the existing OMC literature with regard to the introduction of the OMC, its theoretical conceptualisation of effectiveness and legitimacy and related empirical findings. The main part of the introduction, however, focuses on chosen shortcomings of the literature and how the contributions to this special issue deal with these shortcomings and contribute to surmounting them. In particular, the central assumption about learning is questioned at macro-, meso- and micro levels; potential ways, apart from learning, as to how the OMC can matter are explored as well as the impacts it has.

      Finally, the assumption that the OMC could be a neutral instrument is questioned, and doubts are therefore raised as to its legitimacy
