Inventario de conocimientos del sistema de gestión integrada de capital humano referenciado en las normas cubanas 3000: 2007

    El sistema de normas cubanas (NC) de la familia 3000, referidas al Sistema de Gestión Integrada de Capital Humano (SGICH) y aprobadas en Cuba en el 2007, constituye una experiencia cubana muy particular y única en el marco de las normas de gestión organizacional internacionales y están orientadas a servir de referencia para las organizaciones que aspiran a elevar la efectividad de la gestión de su capital humano para lograr un mejor desempeño organizacional. El objetivo que se proponen las autoras de este artículo es analizar el SGICH referenciado en dichas normas y aportar a su comprensión y ulterior actualización.

    Se utilizó el método del análisis de contenido de la norma de vocabulario, el método de expertos, los mapas de conocimiento basados en la acción y el análisis de las interrelaciones de los procesos del sistema; los cuales evidencian como resultado que la organización del trabajo tiene mayor influencia inmediata sobre el resto de los procesos del sistema y mantiene una relativa autonomía con respecto a cambios que se producen en los otros procesos, así como que la capacitación recibe mayor afectación producto de los cambios en el sistema.

    The system of Cuban regulations (NC) of the family 3000, regarding the Human Capital Integrated Management System (SGICH) and approved in Cuba in the 2007, constitutes a very particular and only Cuban experience in the framework of the international regulations of organizational management and they are oriented to serve as reference for the organizations that aspire to elevate the effectiveness of the administration of its human capital to achieve a better organizational performance. The objective that the authors of this article pursue is to analyze the SGICH referenced in the aforementioned regulations and to contribute to its understanding and ulterior updating. It was used the method of content analysis for the vocabulary norm, the method of experts, the maps of knowledge based on the action and the analysis of the interrelations of the processes of the system; which shows as a result that the organization of the work has bigger immediate influence on the rest of the processes of the system and it maintains a relative autonomy with regard to changes that take place in the other processes, as well as the fact that the training reveals greater problems as a result of the changes in the system.
