    En este trabajo se extiende el enfoque de la Nueva Economía Institucional (NEI) como herramienta para el estudio y análisis de las políticas agrarias y de desarrollo rural, en un contexto caracterizado por la existencia de un contrato social que explícita o implícitamente establece el reparto de derechos de propiedad entre los titulares nominales del territorio �y su entorno natural� y la sociedad en su conjunto. Partiendo de esta perspectiva, se utilizará el enfoque NEI para identificar las potencialidades y las limitaciones de los actuales programas comunitarios de desarrollo rural, así como las posibles recomendaciones de mejora en cuanto a su diseño e implementación

    In this essay we expand the New Institutional Economics (NIE) framework as an analytical tool for the examination of agricultural policies and rural development issues, in a context characterised by the existence of a social contract which in explicit or implicit manner establishes the assignment of property rights amongst the landowners �which are also the proprietors of the natural environment attached to their land� and the society as a whole. From this perspective, we will use the NIE approach to identify the strengths and weaknesses of the present EU rural development programs, as well as the possible ways of improving both their design and implementation
