    El desarrollo tecnológico dibuja una línea transversal que recorre significativamente todos los espacios del quehacer humano, incorporándolos y regulándolos dentro de su ámbito de influencia para cumplir funciones importantes en escenarios donde tal vez nunca se pensó que podría hacerlo. Uno de esos escenarios donde se ha incorporado es en la actividad estatal y la gestión pública con el fin de desarrollar y confluir los intereses de la ciudadanía, del gobierno y de los gobiernos locales.

    Es impensable, en el siglo XXI, que un Estado �moderno� o �modernizado� no cuente con una estructura e infraestructura que dirija su organización y funciones sólo para satisfacer las necesidades del ciudadano. Un Estado moderno, además, debe potenciar la activa participación e inclusión de todos los ciudadanos. Ello, a su vez, configura, quizás, la más moderna transformación y necesidad del Estado

    The technological development draws a transversal line through all the living spaces of the human routine, including and regulating them inside its area of influence in order to carry out important functions in areas in which nobody thought it would be possible to do it. One of these areas in which it has been incorporated is in the state activity and the public administration in order to develop and converge the interests of the citizenship, the central government and the local governments.

    It�s unthinkable in the XXIst century seeing a �modern� o �modernized� state without the structure or infrastructure managing its organization and functions just to satisfy the needs of the citizen.

    Moreover, a modern state must boost the active participation and inclusion of all the citizens. This, moreover, makes up the most modern transformation and need of the state.
