Resumen de Televisión comunitaria en Brasil: antecedentes y participación popular en la gestión y en la programación

  • The present article is a study of the main historical aspects of the communitarian television in Brazil and of the process of incorporation and management of three first channels implanted in the cable television in the country. The main objectives are rescue the pioneering experiences and understand its specificities like precursors of the communitarian television in the country and to analyze the programming strategies and ¿community¿ access conditions to the programming.

    The used methodology consists of a set of procedures that include bibliographical and documentary investigation, analysis of videos produced by street television and surveys.

    The theoretical referential framework is made up of concepts on the different levels from participation in the communication. The conclusions show that the communitarian channels because they are occupied by civil organizations and aimless of profit, represent and advance in the public appropriation of the television technology, developing collective systems of management.

    The distribution strategies are diversified in the use of programming space, but they have in common the concern of benefiting the freedom of expression, the democracy and pluralism.
