    De manera directa e inequívoca, el autor repasa las múltiples propuestas y elaboraciones hechas por distintas personalidades nacionales que conforman un constante y denodado esfuerzo por construir una �doctrina de la educación venezolana� en la cual la denuncia de las deficiencias e insuficiencias del servicio educativo, siempre han estado presente. Teniendo presente estas contribuciones, el discurso del ex-ministro Antonio Luis Cárdenas, luce como una retórica exagerada, inconsistente y falsa, El problema educativo, es sólo parte de un complejo que siempre será la estructura social.

    The author gives a direct and accurate summary of the numerous proposals and refinements made by various wellknown Venezuelans that constitute an unflagging attempt to construct a �Venezuelan educational doctrine�; these have always been characterized by an attack on the deficiencies and inadequacies of the educational system.

    Bearing these contributions in mind, the discourse of Antonio Luis Cárdenas, the ex-Minister of Education, appears to consist of inconsistent, false and exaggerated rhetoric. Educational problems are merely part of something more complex, which is the social structure
